Raises are coming to more than 7,000 employees in Humble ISD. All regular employees are receiving raises. Regular employees are staff members who work full-time or part-time but are not seasonal or temporary staff, such as guest teachers.
The Humble ISD School Board approved the following raises for the 2025-2026 school year:
$2,500 for classroom teachers who have three and four years of experience (classroom teachers are defined as staff members who are on the teacher pay scale and PEIMS coded 087*);
$5,000 for classroom teachers who have five or more years of experience (classroom teachers are defined as staff members who are on the teacher pay scale and PEIMS coded 087*);
3% average general pay increase for campus professional support staff, including librarians, nurses, athletic trainers, instructional coaches, testing coordinators, and elementary instructional technologists (These staff members, although working with students, are not coded as PEIMS 087 classroom teachers*);
3% average general pay increase from midpoint for other staff members in the district who are regular, and not seasonal or temporary, employees. This includes office professionals, specialized professionals, administrators, and more.
*Passed by the 89th Texas Legislature and signed by Governor Abbott in June 2025, HB 2 defines “classroom teacher” per the definition in Texas Education Code §48.158. Classroom teachers eligible for the allotment will be those classified as 087.
Humble ISD raised the starting pay for teachers from $64,350 to $66,000. Humble ISD teachers with a bachelor’s degree and certification will earn from $66,000 to $78,400 in base pay for the 2025-2026 school year. Teachers who perform extra duties, such as coaching or sponsoring a student group, can earn additional stipend pay. There are also opportunities to earn pay through the Teacher Incentive Allotment (TIA) for designated, eligible teachers, which is bringing a total of $1.6 million in additional compensation to 188 Humble ISD teachers who qualified for the allotment.
In addition, there are various Classified/Auxiliary employee groups, depending upon the position, that will receive an overall general increase from midpoint above the 3% average increase mentioned above.
Special Education ParaEducators, LVNs, Certified/Licensed Occupational/Physical Therapist Assistants, and Deaf Interpreters will receive an 8% average general pay increase from midpoint.
Child Nutrition Specialists will receive an 8% average general pay increase with the minimum hourly starting pay at $14 per hour. Elementary Child Nutrition Managers will receive a 15% average general pay increase and Secondary MS & HS Child Nutrition Managers will receive a 12% average general pay increase from midpoint.
Campus/Department Custodial staff will receive an 8% average general pay increase from midpoint along with Electricians, Plumbers, and HVAC staff.
Police Officers will receive 12% average general pay increase from midpoint with the minimum starting pay at $69,000. Senior Police Officers will receive an 8% average general pay increase. Both groups also receive a longevity stipend for 5 years or greater. Police Corporals will receive a 5% average general pay increase.
Compensation makes up about 87% of Humble ISD’s annual budget.
Stronger Financial Position
Humble ISD is in a stronger financial position than many other school districts. A number of school districts are closing schools, eliminating positions, and adopting deficit budgets. Humble ISD compares itself to 14 other school districts in the Houston area, and 85% of those school districts have adopted deficit budgets in the past two school years. In contrast, the Humble ISD School Board has adopted a balanced general fund budget.
The 89th Texas Legislature allocated more money to school districts for the 2025-2026 and 2026-2027 school years. Most of the money was specifically designated to classroom teacher pay. State lawmakers are prioritizing keeping experienced teachers in the classroom.
Unique Employee Health Insurance
Humble ISD emphasizes employee well-being by offering a unique health insurance plan designed specifically for district employees. In the 2024-2025 fiscal year, the district contributed $38 million to keep health premiums low for employees and to cover medical claims for employees. There will be no change to employee premiums for the high deductible plan, but employee premiums on the primary plan will be raised $20 to $50 a month, depending upon whether one is insuring just themselves or the entire family. There have only been two insurance premium increases for employees since 2020.
The higher premiums are still substantially lower than what staff members would pay if they worked in another school district. Employees working in school districts with TRS Active Care insurance pay $3,939 more a year on average than what Humble ISD employees pay.
The Humble ISD Health Insurance Plan also offers great benefits. Employees can choose to see doctors at a variety of facilities and additionally have access to Next Level medical clinics with no out-of-pocket costs for employees on the Primary Plan or a $25 fee per visit for employees on the High Deductible Plan. Outpatient surgeries, complex imaging, and rehabilitation therapies are provided with no deductible needing to be met and $0 copay if the services are scheduled through the Patient Choice Network.
Guest Teacher Pay Still Among the Highest in the Region
During the pandemic, Humble ISD increased guest teacher pay by $40 a day. Humble ISD will keep the higher pay rates in place to attract and retain guest teachers to help preserve teacher planning time. Guest teachers will continue to earn $120 per day with 60 or more college hours, $130 per day if degreed, $140 per day if a Texas certified teacher, and $175 per day if a retired Humble ISD teacher.

July 15, 2025 - For employees on a 226-day calendar (such as Building Principals)
August 15, 2025 - For employees on a 209-day calendar (such as Assistant Principals)
September 15, 2025 - For employees on a 187-day employment calendar (such as most Teachers and Paraprofessionals)
Q. As a teacher returning to the district, when and where can I see my 2025-2026 salary?
On September 15th, log into Munis Self Service to see your salary notification. Human Resources and Payroll will be updating Munis for eligible teachers, paraprofessionals and campus personnel on 187, 190 and 195-day employment calendars (pay cycles September through August) by September 15th. Most teachers are on a 187-day employment calendar.
Q. If I log into Munis Self Service now, will my salary be correct?
The salary portion of the salary notice will reflect 2024-2025, given that final pay from the 2024-2025 year is processed in the summer. Other information in MUNIS, such as Start Date, End Date, Local Years and Total Years, may be updated before your first paycheck on the 2025-2026 employment calendar. Q. Are there retention stipends in the 2025-2026 school year?
The budget includes a $500 incentive stipend, paid in December and again in May, for office professionals, paraeducators, auxiliary staff, specialized professionals and administrators. The Humble ISD School Board approved to keep this stipend in place. Part-time employees receive a payment that is proportional to their schedule. Eligibility for the $500 stipend depends on employment status, position, as well as separation and hire dates.
This December/May incentive stipend has been paid since the 2019-20 school year for office professionals, paraeducators, auxiliary staff, specialized professionals and administrators; whereas for teachers, counselors, nurses and librarians, their December/May stipend ($1,400 total) was rolled into base salaries generating retirement income through the Teacher Retirement System of Texas beginning in the 2021-2022 school year and was a part of House Bill 3.
Q. Will the 1% stipend that employees received in the 2024-2025 school year be paid again in 2025-2026 school year?
No. This stipend was a way for Humble ISD to allocate extra compensation to employees during a time when the State Legislature had not increased funding for future years. Now that the 89th State Legislature has increased funding, raises have been approved rather than this 1% stipend. Last year, employees received a 1% average general pay increase and a 1% stipend equal to the annual increase for their pay grade. This year, employee raises begin at 3% on average with some employees (in particular, teachers with five or more years of experience) receiving about a 7% raise on average.
