The Teacher Incentive Allotment (TIA) is a program that rewards state (of Texas) funding for performance-based teacher compensation that meets certain criteria. This compensation is above-and-beyond a teacher’s annual salary. TIA was part of HB3 to help recruit, retain and reward highly-effective teachers. 

Districts have the option to participate through an initial 3-year TEA application and full system approval process.* Upon full system approval, districts receive an allotment of $3,000-$32,000 annually per employed designated teacher. Up to 90% of the allotment may be awarded to the designated teacher per the district’s spending plan.

*Humble ISD has full system approval which was earned on 2022-2023 teacher effectiveness data. Full system renewal will be required with data capture year 2026-2027.

Earning a designation is a two year process, per TEA. The first year, an eligible teacher's data is collected. The second year, that data is used to determine whether the eligible teacher met the requirements to earn a designation. If a designation is earned, it is submitted to TEA for approval in October of the second year. Approval of teacher designations is announced in the Spring and confirmation of allotment amounts as well as estimated payouts are shared with teachers in May. Eligible teachers must remain in Humble ISD during both the data collection and data submission years for their designation to become official, per TEA requirements. Likewise, per Humble ISD's TEA-approved Spending Plan, designated teachers must return-to-work the following year to receive their payout.
