TEA Guidelines

TEA Education code Section 44.031 states that all District contracts valued at $50,000 or more in the aggregate for each 12-month period, shall be made by the method that provides the best value for the District:

  1. Competitive bidding.

  2. Competitive sealed proposals.

  3. A request for proposals for services other than construction services.

  4. An interlocal contract.

  5. The reverse auction procedure as defined by the Government.

  6. The formation of a political subdivision under  Local Government Code   394.001


Become an Approved Vendor

Thank you for your interest in becoming an approved vendor, awarded to do business with Humble ISD.  

Most Humble ISD purchases are made from vendors who have been awarded bids through the  bidding process managed by the District's Purchasing Department.

Additional Humble ISD purchases are made with vendors that have been awarded a contract through our Co-Op affiliations.

The initial step to becoming an approved, awarded vendor with Humble ISD is to read all the  information provided on this page. If at any time you need assistance, please contact us at 281-641-8990, so we can assist you in this process or answer any questions you may have.

Registering in Ion Wave does not make a company an approved, awarded vendor.

Registering in Ion Wave allows your firm access to review any of the solicitations that the District is issuing.

Your company must still respond to a solicitation and be awarded by the Humble ISD Board of Trustees in order to be an approved, awarded vendor to our District.

Once successfully registered, your company will automatically receive e-mail notifications when solicitations (RFP's, RFQ's, CSP's, and Quotes) for the particular commodities selected during the registration process are available.

Successfully registered companies will be able to access and submit solicitation responses through the Humble ISD Ion Wave bid program, all online. No more mailing or paper bid submittals.

To begin the process of becoming an approved, awarded vendor with Humble ISD, please register in our online bidding system: Ion Wave. You will not have a username or password - click Supplier Registration to begin registration process.

If you are not currently on the approved list and are interested in becoming a fund-raising vendor for Humble ISD, please fill out and return the forms listed below to purchasing@humbleisd.net.  

Once your paperwork has been received and reviewed, you will be added to the approved list.

If you have registered on the District's online bidding system, Ion Wave, any solicitations issued online will automatically be issued to your company for the service(s) or products you have indicated your interest in providing.  Please select the commodity codes for the products and/or services that you would like to be notified of.  If you check all the boxes, your company will receive e-mails regarding EVERY solicitation being issued by Humble ISD's Purchasing Department.

If your company has not registered, please register in the Purchasing Bidding System (you will not have a username or password, so select "Supplier Registration" to begin the process.)

REMEMBER, registering only emails you invitations on services or products that you have registered for.  You are not an approved vendor until you have responded to a District issued solicitation and have been approved by the Board of Trustees.
