Sorry it is hard to read at the top. It says "If all you give are reasons, then you sound like you are just complaining. You don't give your reader time to think abou the issue and decide if they agree with you."
Basically, if you can give reasons and back it up with examples, it will be more clear and easier for the reader to understand. They will be more convinced by what you are saying. If all you give are reasons why, it jumps from one topic to another too quickly to understand what you are saying and why you think that.
