Dr. Guy Sconzo, SuperintendentWelcome Letter from Dr. Sconzo for 2012-2013
Welcome to the Humble Independent School District! As a new employee and member of the Humble ISD family, you will soon encounter numerous forms to complete and policies with which to become familiar. Before you become too involved with this process, I would like to take a few minutes to review salary policy and fringe benefits.

If you are a certified employee (teacher, counselor, librarian, nurse, secretary, clerk or classroom aide) your principal’s recommendation for employment must be reviewed by an administrator in the Human Resources office in order to verify that your credentials are appropriate for your assignment. Salary level can then be determined based on your qualifications, previous experience and the district’s approved salary schedules. Please do not rely upon your own salary estimates or the statements of others. This is true for all positions, including teachers, due to the complex requirements for certification and placement on the salary schedule. Please contact the Human Resources office for questions you have about salary.

If you are an hourly employee in one of the support departments (Custodial, Child Nutrition, Maintenance, Transportation, or Warehouse), your Department Director will recommend your employment. Once again, pending the results of your pre-employment physical, the Ancillary Human Resources office can verify your qualifications for employment and determine your hourly rate of pay based on your position and our Board approved salary schedules.

All new employees of Humble ISD (or any other school district in Texas) will automatically be enrolled as members of the Teacher Retirement System (TRS) of Texas. A deduction of 7.05% from each paycheck will be sent to TRS. 6.4% is sent to TRS for your retirement, and 0.65% is sent to TRS Care for current retirees. The TRS deduction will reduce your taxable income just as an IRA does. In most districts, including Humble, this is in lieu of Social Security taxes. Humble ISD does not participate in Social Security. A deduction for FICA of 1.45% is made from each paycheck for the Medicare coverage only. Retirement benefits are dependent upon length of service and salary level. If you discontinue employment with the public school system before retirement, you have the option for a refund of your personal contributions to TRS.

With respect to employee benefits, the District provides each active participating TRS eligible employee with a $10,000 term life insurance policy  In addition, there are four comprehensive health options available at moderate cost to employees. There are also optional coverages such as short/long- term disability, dental, vision, cancer, flexible spending accounts for medical and dependant care costs and additional optional supplemental life insurance. If you select benefits which require a contribution from you, the premium will be deducted from your paychecks each month.

You can enroll for your benefits from any computer with access to the internet at www.humbleisdbenefits.com.  Benefits selection must be made within 31 days of your hire (start) date or you will be considered to have “waived benefits”  Questions regarding benefits should be directed to the Benefits Department at (281) 641-8050 or via e-mail to: tammye.vaughn@humble.k12.tx.us

Our benefit programs are available through a Section 125 (premium only) Salary Reduction Agreement, allowing your deductions for benefits to be taken before taxes are deducted (pre-tax). Employees may participate in a tax-deferred annuity program [403(b) or 403(b)7 mutual fund] or 457 plan, which allows an employee to contribute part of his or her salary toward a retirement annuity. This contribution reduces the employee’s taxable income in the same manner that an IRA would. This is a means of deferring taxes and is especially useful when both you and your spouse work and want to save for retirement.

Congratulations on being part of a family that has shown consistent dedication and achievement in the development of a most vital resource, our children. I hope that you will find satisfaction in working with a thoroughly professional staff within a community that places a high priority on educational achievement.

Sincerely,
Signature
